Biography: Minsheng Guo
Dr. Minsheng Guo is a senior engineer, a tutor of master candidates and
part-time professor of Henan Institute of Finance and Economics (HIFE),
a gainer of special government allowance of the State Council, and
director general, Intellectual Property Office of Henan Province(HNIPO),
PRC. Official duties of the office are the creation, manegement,
protection, and utilization of intellectual assets by the mankind.
On October 30, 2007, Mr. Guo acquired his doctor¡¯s degree of philosophy
in management, Huazhong University of Science & Technology (HUST). His
major was the business manegement. The title of his Phd¡¯s dissertation
was ¡°Study on the Forming Mechanism and the Countermeasures of
Intellectual Property Economy & Its Competitive Advantages¡±.
As a visiting scholar, he took almost two years to engage in courses of
¡°the public and business manegment¡± in the university of Maryland of USA
in 2001, and ¡°high technology of metal works¡± in the Nagoya
international training centre of Japan between 1990 and 1991.
He took charge of and took part in over 30 research programes in recent
years funded by the National Natural Science Foundation of China(NSFC),
the Ministry of Science and Technology(MOST), the State Intellectual
Property Office (SIPO), and also from Henan Provincal goverment. A dozen
research achievements had been gained. Over 70 pieces of them were
issued in public magazines. Some of them were published in Chinese as a
chief editor, e.g. ¡¶Appraisal of Technology assets¡·(1995),¡¶Cases Study
and Appraisal of Intangible Assets¡·(1996), ¡¶Appraisal of Development
Strategies by Science and Education in Henan Province¡·(1999), ¡¶Viewes on
the USA¡·(2001), ¡¶Patent Strategies for Regiones¡¯ development¡·(2004),
etc..
In recent years, he payes more attention to ¡°Intellectual Property
Economy¡±(IPE), ¡°Intellectual Property Advantages¡±(IPA), ¡°Intellectual
Property Culture¡±(IPC), ¡°Intellectual Property Strateges¡±(IPS), and the
relationship between carring out the IPS (creating and controlling more
IP resources, a kind of strategic resource, for inventors to obtain
long-term benefits from their IPR) and smoothly transfering this
strategic resources. His practices focus on building a series of patent
information centres in central cities of the province, making up half a
dozens of patent incubation centres for indivadual inventors and
start-up enterprises, constructing some exhibition and transaction
centres for inventors, promoting the front line enterprises to form IPA,
developing IPE in a cluster of centrial cities or in outpost
regiones(counties) of the province etc. typical thesises as follows:
