Leadership,
innovation and styles of thinking among Chinese Leaders by

Achieving China¡¯s ambition of becoming an innovation-oriented country
and a world¡¯s leading science power requires some unique perspectives.
Imagination is the beginning of creation. It is one thing to develop a
deeper and more sophisticated understanding of the structure, operation
and performance of the Chinese science and technology system but quite
another thing to develop the minds of the Chinese leaders who need to
take this vision forward. The workshop will elicit provocative views on
leadership, innovation and styles of thinking best suited to the
challenges facing China. Some research data analysis will also be
presented comparing China with other western countries such as Australia
and Italy that shows some significant differences in styles. Innovative
and dynamic professional practice of Chinese leaders is one area
neglected which can bring true value added and economic advantages
through processes of developing more productive international
relationships while China is simultaneously striving to be a world
leader across innovation and science. I intend to raise a number of
frameworks for practitioners to debate crucial issues on technology and
knowledge management and innovation that China faces.
There has been much public sector reform in China but it still has some
way to go to be able to deliver China¡¯s new vision. Recently, president
Hu announced that China must establish a service style government in the
17th Party¡¯s Conference of CCP. But now in China, there continue to be
many problems such as overlapping sectors, crossing responsibilities and
high administrative costs. Issues of structure and style of
collaboration as well as effective professional development are problems
that need to be faced. The thinking style & problem solving method of
modern Chinese managers in public sectors at provincial level is another
key strategy to raise the public service level. Research results will be
presented from the administrative structures of Chinese managers in
public sectors at the provincial level, Governor, Director (Deputy
Director) of different Department (High Level), Division Chief (Deputy
Division Chief) of each Department (Mid- Level), Section Chief and below
of each Department (Low Level). It is important to understand the
requirements for thinking style to be used at these three levels
mentioned High Level; Mid- Level; and Low Level and why such
restrictions are placed on leaders. This is the traditional way of
operating in China. There is a challenge to explore different frameworks
that can stimulate an innovation-oriented country and a world leading
science power. The workshop will challenge participants to formulate new
structures for problem solving and innovation that China can dare to
adopt. Each leadership group is required to solve problems differently
and some groups are prevented from making decisions or contributing to
China¡¯s technological capacity building. It is important to better
understand their role and how modern methods of cooperation and decision
making can assist China in its goals achievement.

Case Study on IPR Management and Its Strategy in Henan Province, PRC

In recent years, the province made lots of progresses through organizing
and implementing IPR strategy, enhancing publicity, training, law
enforcement, patents transfer, pilot and demonstration of IPR. We
improved quantity and quality of independent IPR, upgraded core capacity
of competition of industries and enterprises, provided powerful
intelligent support to adjustment of economic structure and acceleration
of industrialization of the province.
Remarkable IP work performance:
1.Brief introduction of the province (location, population, area, GDP,
traditional culture etc.).
2.Main conceptions of IP Economy (IPE), IP Advantages(IPA), IP
Culture(IPC), and IP Strategies(IPS);
3.Major progresses in the province£º
a) Increasing IPR awareness of the public
The provincial government upgraded IPR to new
height, attached importance to independent innovation, technology
transfer and IPR protection.
Work of independent innovation and IPR became a
strategic one.
b) Special action of IPR protection gained remarkable effect.
IPR protection continuously enhanced(specially
concentrated in patent, trademark, and copyright protection).
IPR judicial protection continuously improved.
Public security department seriously struck IPR
crime.
c) Creating and controlling more IP resources, a kind of strategic
resource.
Patent application and registered trademark
amount evidently increased.
d) Accelerating the strategic resource smooth transferring and utilizing.
Building a series of patent information centers
in central cities.
Making up half a dozens of patent incubation
centers for individual inventors and start-up enterprises.
Constructing some exhibition and transaction
centers for inventors.
e) Forming IPA for front line enterprises of Henan province.
f) Developing IPE in a cluster of central cities or in outpost regions
(counties) of Henan province.
And finally, cultivating the IP culture in the whole society
